In this interview with Lester Kiewet on Cape Talk, Suraya Scheba argues that the City of Cape Town’s revised approach to domestic metering is concerning. We can anticipate that the approach will lead to many vulnerable households being placed on a trickle flow – due to structural and infrastructural factors – and this would be a disaster. Instead of normalizing the use of technological instruments to restrict basic water access, we need to be reminded of the intent of the constitution, and work toward meaningfully addressing socio-economic rights.
